VIP Complain cases that VIP user commonly experienced

1. UE unable to attach to LTE Network
2. Low DL Throughput issue
3. CS Fallback Call Failed
4. Return to LTE Failed after CS Fallback
5. Ping Pong LTE <> 3G (AFTER PSHO)
